I have the honour to submit for your consideration an application from Messrs. J.L. de S. Alves, A. P. Guterres, and A. C. Botelho, 1st, 2nd, and 3rd Clerks in the Harbour Department for increase of salary.

The salaries attached to these offices were, before the Committee appointed to consider the question of the salaries of Subordinate Officials had made its recommendations, $2,304, $1,968, and $1,500 per annum respectively. The Committee recommended that these salaries should be increased to $2,640, $2,280, and $1,800, but owing to a desire to preserve uniformity in the scale of salaries these recommendations were never carried out, though the Committee appeared to consider the case of these three Officers an exceptional one.
Under the new scheme they draw $2,400, $2,100 and $1,500 respectively.

These three clerks have the longest service, with one exception, of all those in the Government employ. Mr. Alves joined the Harbour Department in 1866, Mr. Guterres in 1869, and Mr. Botelho in 1872.
